Issue question is that by observing people how they spend leisure time you can learn more about a society than by observing them at work.

Argument question is talking about the trade deficit of country Sacchar. It said that lowering the price of suger-main export item of that country-can make the country more competative than other suger-exporting countries, and increase its sale, therefore solve trade deficit problem.
